Are any families doing anything to prepare for next year's IEP to make sure services will be there as schools try to cut budgets?

From what I understand, the funding for IEP's comes from the state and not the individual schools. I would think that that type of funding would be top priority and many other things would be cut before any special education budget.
That is how it is supposed to work, unfortunately in our experience the school districts like to try and get out of doing some services. Ever year our services get "tapered" back.

I would have the laws for special education and IEP's in hand when it comes time to do your son's IEP. Once the school district knew that I was educated about my son's rights, we had no problems! Sometimes you just have to be a bully about it to get things done. I'm normally a very shy person - but it worked for us.
We did - we even got lawyers involved and finally got things going. trust me - no bigger bully than I. Tough to keep them accountable however - we just decided to move in a different direction and stop being dependent on the school districts. Time with Lucas is much more important than having to keep fighting over services. We will see how things turn out.

Does Lucas go to a large school district? Right now, Garrett is the only physically disabled kid in high school - and was in middle school. Maybe that has something to do with it.
